Japan's jobless rate climbs to 4.7 percent in July (AP)

TOKYO ? Japan's jobless rate has risen for the second straight month.

The government announced Tuesday that the seasonally adjusted unemployment rate climbed to 4.7 percent in July, edging up from 4.6 percent in June.

The result reflects the fragility of the world's No. 3 economy, which is wrestling with a strong yen and an increasingly uncertain outlook for the global economy.

But the actual jobs picture may be worse because the data do not include the three prefectures hardest hit by the March 11 earthquake and tsunami. In Iwate, Miyagi and Fukushima prefectures, there are ongoing reports of out-of-work residents unable to find jobs to replace ones that were wiped out by the disaster.

A Relationship Reward Worth The Risk

Nothing great happens without risk. That?s true about our relationships as well. I?m not sure it?s a byproduct of maturity, personality, the fact I?m from another culture, or a combination of all of it, but I have found myself taking more risks in my relationships lately. The response has been worth the risk.

Risk and reward relationships

It?s easier and safer to walk alongside my male friends while keeping the relationship on a shallow, trivial level. We men are great at that. We can talk about sports, work, training, and our troubles with women all day long. As a matter of fact, we can spend time with someone for years and never really know them. The American male relational protocol perpetuates this mindset: keep it interesting, keep it light, and keep surface. Introspection, after all, is the stuff of the other gender; the one we do not understand.

I believe we all need to share our stories, to let someone know what?s really going on within our hearts, even the American male.? Most men I know are not forthcoming with personal matters.? Instead of talking openly about their struggles, they drop small hints in conversation that most of the time go unnoticed.

In the past few years I have made a point to follow up on my instincts. It?s not uncommon for me to send a text or email to a friend about something they said, or a reaction to an item in our conversation.? I have found that most of the time my hunch happens to be on the right track and the reply back opens the door for a a whole new dialogue?a much more meaningful exchange.

Cultural biases aside, we all need to find safe people in our lives whom we can share part of our journey. Sometimes the safest person is a new friendship that is not entangled in a deep web of friends, family and work, someone who listens, understands and walks alongside us for a season.

Following up on my instincts has given me the opportunity to become that safe person to some of my friends. In return, however, I have had some of the most honest and powerful conversations with men I had not known for long. As it often happens, these exchanges have been as meaningful to me as they have been to my friends, perhaps even more so to me.

The easier thing to do is ignore the subtle hints during a frivolous banter or to change subject when something serious breaks a humorous conversation. But these are missed opportunities to bless and be blessed, to become a safe person to a someone who needs a true friend, even though he might not know what all that means and how desperately he truly needs a friend.

I know that when I share part of my journey, my struggles and even some of the junk that I work hard to keep hidden, I invite someone into an honest exchange that has the potential of making us both better men. And that?s a risk I?m willing to take.

Calif. would be first state to ban foam containers

(AP) ? Restaurant owner Gary Honeycutt says a push in California's state Legislature to ban the plastic foam containers he uses to serve up takeout meals could cost him thousands of dollars in an industry where profit margins already are razor thin.

BJ's Kountry Kitchen, in the heart of California's farm country, uses about 26,000 of the 9-inch foam clamshells a year, mostly for takeout by the customers who come in for the restaurant's popular breakfast omelets.

"We put cheese on those omelets. And when we put the cheese on, it's really hot and bubbly and it goes right through the biodegradable stuff," he said. He expects his costs would more than double if the state requires him to use only biodegradable cartons.

The bill by Democratic state Sen. Alan Lowenthal, would prohibit restaurants, grocery stores and other vendors from dispensing food in expanded polystyrene containers, commonly known as Styrofoam, beginning in 2016. If signed into law, the measure would make California the first to institute a statewide ban on such containers. More than 50 California cities and counties already have similar bans

The bill would exempt school districts and city and county jurisdictions if they implemented programs that recycled more than 60 percent of their foam waste.

Lowenthal said litter from the foam containers is one of the most abundant forms of debris found in city streets, sewers and beaches.

"It's not biodegradable, it's not compostable, and if it's in the water for a long time, it breaks up into small beads and lasts for thousands of years. It costs millions to clean up beaches," he said.

San Francisco banned polystyrene containers in 2007, but the city's ingrained emphasis on conservation made the switch relatively easy, said Rob Black, executive director of the Golden Gate Restaurant Association.

"I do know that many of the restaurants had already started a transition to compostable or biodegradable containers, so it was actually not as big of a transition as people might think because it was already something that was happening within the culture here," he said.

Other jurisdictions across the country have banned Styrofoam, including Suffolk County in New York and the coastal city of Freeport, Maine.

Opponents of the bill say it fails to address the root cause of litter ? the litterers themselves. Litterbugs will toss out the containers whether they're made of polystyrene or biodegradable cardboard, said Michael Westerfield, corporate director of recycling for Dart Container.

"At the end of the day, people that litter don't care what type of product they're littering," he said.

Dart, one of two companies in California that make the Styrofoam products, employs about 600 people in the state. The company already makes the biodegradable alternative, but the two California plants are incapable of producing anything other than the Styrofoam material.

"If you get rid of manufacturers like Dart, how do you know all the alternative materials will come from California? The reality is, they won't," he said.

The California Chamber of Commerce has labeled the measure as one of its "job-killer bills," saying it threatens manufacturing jobs while increasing costs for restaurants that will have to spend more on alternative containers.

Honeycutt estimates he will have to spend more than twice as much on biodegradable containers if he is forced to switch. Because hot food melts through the cardboard, he said his Fresno restaurant will have to use two cardboard packages for every order, driving costs up even further.

"That doesn't seem too smart," he said.

The hot food in Styrofoam containers is just one of the reasons Clean Water Action, a national environmental advocacy group based in Washington D.C., decided to sponsor the bill, said Miriam Gordon, the group's California state director.

While the group is worried about litter's impact on the environment, the chemicals used to manufacture the foam products also are dangerous to consumers.

"We're concerned about the public health threat. A typical foam container leaches styrene when it's in contact with heat, fats, grease or acids," Gordon said.

Styrene, a chemical used to make the foam containers, was listed as "reasonably anticipated" to be a human carcinogen in the U.S. Department of Health and Human Services' Report on Carcinogens, issued in June. The report lists substances that are reasonably anticipated or known to put people at risk for cancer.

Yet the danger of styrene leaching out is low, said John Bucher, associate director of the National Toxicology Program, a division of the federal agency.

"The risks, in my estimation, from polystyrene are not very great," he said. "It's not worth being concerned about."

Tim Shestek, senior director of state affairs at the American Chemistry Council, agreed and said concern about negative health effects "is not supported by scientific information." The group, based in Washington, D.C., is lobbying against the bill.

SB568 was approved in June by the state Senate and is being considered in the Assembly.

U.S. Open: How the decline of American men's tennis explains global economics.

John McEnroe. Click image to expand.The U.S. Open?a brash mix of great tennis and frenzied fans?today begins its annual two-week run at Flushing Meadows in New York. Though shaken by the rare combination of an earthquake and a hurricane, the indominatable spirit of the city and its tournament will shine through, culminating with finals on Sept. 11, the 10th anniversary of the event that redefined our nation.

For those of us who came of age watching Jimmy Connors and John McEnroe do battle, followed by years-long domination by Pete Sampras, something is missing at this Open, something, unfortunately, that we have gotten used to over the past several years: a legitimate American men's challenger. The field is dominated so totally by the grace of Roger Federer, the power of Rafael Nadal, and the flawless execution of Novak Djokovic, that it's easy to forget that it has been eight years since an American man?Andy Roddick at the 2003 U.S. Open?has won a Grand Slam tournament. Indeed, the only American among the top 10 men's seeds this year is No. 8 Mardy Fish. The next American man?Andy Roddick?is seeded 21st.

I can't help but see men's tennis as a metaphor for America's long-term struggles. Twenty years ago, the U.S. was the undisputed superpower. The Berlin Wall had fallen. Our economy was the symbol of capitalism ascendant over all other ideologies. President Reagan had restored Morning in America. And the U.S. dominated the men's tennis circuit.

Twenty years ago, four American men graced the top 10: Jim Courier, Ivan Lendl (who got a green card in 1987), Sampras, and Andre Agassi. And McEnroe still survived at No. 17. In the entire '90s, American men won an amazing six U.S. Open championships and an even more amazing seven Wimbledon titles. We were at the top of our game.

So what does this mean? As a tennis player, I hope the lesson is: If we regain our stature in the tennis pantheon, our position in global affairs will return.

That sounds silly, but the logical error in that statement is not dissimilar from the one that is made all the time on serious issues: confusing simultaneity and causation. It is one of the grave flaws in our political dialogue.

Example: Deficits are up, the economy is not growing, therefore we must shrink the deficit to restore growth. Wrong. Deficits are up for multiple reasons, but most economists now would agree?not just the fervent Keynesians?that we have a demand crisis, not a deficit crisis, and that the underutilization of our capacity is the grave issue to address now. The Paul Ryan-Tea Party mania for slashing spending will reduce GDP. Look at the impact of British Prime Minister David Cameron's economic polices as Exhibit A for this. Look at President Herbert Hoover's failed policies during the Great Depression as Exhibit B.

The real import of the decline of American men's tennis is that it vividly demonstrates the most significant change in the world over the past 20 years: globalization. For 50 years after the end of World War II, we were the only nation that had the rule of law, liberal democracy, market-based competition, intellectual capital, traditional capital, skilled labor, and a middle-class consumer base. As these critical inputs to prosperity have spread around the world, amounting to an enormous victory for the ideology we have espoused, the playing field?or rather, the tennis court?has gotten a bit more crowded. It is not just in the realms of cars, airplanes, computers, fashion, and political leadership, that globalization has led to Tom Friedman's flat world or Fareed Zakaria's "rise of the rest." It is in women's soccer, swimming, basketball, and tennis.

But this is no reason for despair and resignation. Great competition allows great competitors to rise to the occasion. Who knows? Mardy Fish may pull the upset, Andy Roddick may serve his way to glory one more time, and emerging from the junior ranks may be the next McEnroe, Connors, or Arthur Ashe, ready to lift our spirits.

Chinese general's spy talk leaked onto YouTube (AP)

BEIJING ? Footage of a Chinese general discussing sensitive spying cases has been leaked onto video sharing site YouTube, in what appears to be an embarrassing failure of secrecy for the usually tightlipped military.

It wasn't clear when or where Maj. Gen. Jin Yinan made the comments and China's Defense Ministry did not immediately respond Monday to faxed questions about the video. Calls to the National Defense University where Jin is a lecturer rang unanswered.

While some of the cases had been announced before, few details had been released, while others involving the military had been entirely secret.

Among those Jin discussed was that of former Ambassador to South Korea Li Bin, who was sentenced to seven years for corruption. Jin said Li had actually been discovered passing secrets to South Korea that compromised China's position in North Korean nuclear disarmament talks, but the allegations were too embarrassing to make public and graft charges were brought instead.

"In all the world, what nation's ambassador serves as another country's spy?" Jin said.

Similar treatment was handed out to the former head of China's nuclear power program, Kang Rixin, who was sentenced to life in prison last November on charges of corruption. Jin said Kang had in fact peddled secrets about China's civilian nuclear program to a foreign nation that he did not identify, but that was considered too sensitive to bring up in court.

Kang, a member of the ruling Communist Party's powerful Central Committee as well as its disciplinary arm, was one of the highest-ranking officials ever to be involved in spying, Jin said. His arrest dealt a major shock to the party leadership, Jin said.

"The party center was extremely nervous. They ordered top-to-bottom inspections and spared no individual," he said.

Jin also talked about Tong Daning, an official from China's social security fund, who was executed in 2006 after being convicted on charges of spying for rival Taiwan. Jin said Tong had passed information to the island's leaders about China's currency regime, allowing them to avoid massive losses due to exchange rate changes.

Among the cases involving military personnel, Jin said that of Col. Xu Junping, who defected to the United States in 2000, did not involve the loss of any technical secrets.

Instead, Xu relayed to the Americans his knowledge of the military leaderships' personalities, attitudes and habits gleaned from many years accompanying the top brass on trips abroad, Jin said.

The video was also posted on Chinese websites, and while it was removed from most locations, screen shots, audio files and transcripts of Jin's comments could still be found on sites such as Sina Weibo's popular microblogging service.

Jin's presentation, complete with explanatory slides, was typical of how such cases are discussed at private sessions as a warning to Communist Party cadres not to be lured into espionage or corruption. The leaked video appeared to have been from an official recording rather than filmed by a member of the audience.

Authorities heavily police the Chinese Internet but can only remove objectionable content after it is posted and have no control over what appears elsewhere.

While Chinese are enthusiastic users of social media, YouTube and Facebook are blocked inside China and their Chinese equivalents are required to inspect all content and remove politically sensitive material before being ordered to do so.

Simple Steps To Good Nutrition | Health and Fitness Guide

Though the importance of good nutrition has been elevated in recent years, a vast number of people continue to neglect the basic principles of a sound and healthy diet. What we eat and how much plays a great role in determining our longetivity and likelihood of developing life threatening illnesses such as cancer and heart disease. More importantly, this is one facet of the health equation that we are in control of and have the power to change for the better. Just being conscious of important facets of good nutrition are the first step toward a healthier and happier life.

Good nutrition can be broken down into several simple guidelines that most people neglect:

1. Eat a well balanced meal

3. Take Vitamins and Minerals on a regular basis

4. Drink Water

5. Know what you are eating and make sure it is healthy

6. Monitor your weight and overall health and know that when these two are out of line you need to adjust things

WELL BALANCED MEAL

As we all know by now a well balanced meal consists of the four basic food groups consisting of: dairy products, meat/protein, fruits/vegetables and breads/cereals. Because of individual taste and propensities we often find that one of these is not to our liking. However, they are all essential and if one of the groups does not appeal to you because of taste or a medical condition (lactose intolerance etc.) then you must find another way to get the essential proteins and nutrients contained in that food group. Often it is simply a matter of doing a bit of researching and finding something that you like.

EAT AT THE PROPER TIMES

The first of these has been well known for some time now. Eating meals at the normal times of breakfast, lunch and dinner and avoiding snacks is by far the healthiest approach and leads to a much less likelihood of excess weight gain or unwanted calories. Eating when you are hungry easily turns into a habit and when this happens it is much harder to break than simply being disciplined in the first place. A caveat to this rule is that in some instances snacks are necessary and recommended. This is often found in glucose tolerance/intolerance illnesses such as hyper and hypoglycemia and diabetes mellitus. Check with your Doctor if you feel you may have one of these illnesses.

TAKE VITAMINS AND MINERALS

Vitamins and minerals play an important role in health care because even when following the guidelines of a balanced meal important minerals and vitamins are often left out. Therefore almost all of us will need dietary supplements of some kind. If you want to know exactly what you are deficient in then you should schedule a consultation with a dietician or Physician.

DRINK WATER

Just drinking several glasses of water daily can do wonders for our health and digestive system. Though many like to think other beverages are equivalent to water, this has been proven to be false. KNOW WHAT YOU EAT

Most people have acquired the habit of reading the ingredients of the foods they eat. If you have not then it is time to start. Some of the greatest truths are the most obvious. But they are also the most overlooked. Many of us need to take a look at the importance of facing the facts and accepting that more usually needs to be done to complete whatever we are doing.

It is very easy to kid ourselves that we have done something or finished something when we haven?t. We need to be motivated by taking a thorough look at whatever we are doing to check that it really is finished and finished well. If you are tired and think you have already done a good job it is tempting to stop work before the job is properly completed.

Whenever I mowed the lawn and considered it mown, I could guarantee that my mother would be able to point out long grass at the edges of the lawn that had not been properly mown.

She was right; the lawn had not been properly cut at the edges. The job was not done. No job can ever be completed perfectly but it should be completed well enough to pass some scrutiny.

Recently, a parcel sent to me at No 19 arrived at No 9. The postman had not bothered to read the number properly. The people at No 9 had to finish his job for him. He had not delivered the mail.

A few months ago, I came across a great account by Martin Avis of a talk given by Marlon Sanders, the great internet guru, in Birmingham, UK in January 2005. My thanks to Martin for giving me permission to copy his account of this talk.

I heard Marlon myself some years ago in London and he knows how to hold an audience. Before he even started his talk, he arranged to have the whole audience blowing bubbles. By the time he started speaking everyone was relaxed and ready to listen.

In Birmingham, Marlon told his listeners to remember:

?There?s only two things that matter:

?Things is either done, or they ain?t done.?

As Marlon spoke his voice became louder and louder:

?When sumthin?s done you gotta product, you gotta promotion, you got sumthin? that?s gonna make you money.

?When it ain?t done, it don?t matter if its half done or nearly done or gonna get done someday ? IT AIN?T DONE.?

The volume reached the point where people in the hotel next door started paying attention.

?And if it AIN?T DONE, it?s jack.

?DONE equals making money, sitting on the beach, taking long vacations and havin? fun. DONE equals a smiley face.

?AIN?T DONE equals nothin?. No product, no vacation, no beach, no money and no fun. AIN?T DONE equals a sad face.?

Marlon smiled and knew his point was made.

He said a whole lot more in four hours of sessions over that weekend, but from that day forward the 35 people there will always think in terms of DONE or AIN?T DONE. (Martin?s account ends here.)

Simple but powerful stuff. As usual Marlon goes right to the heart of success.

Success has been described as both doing what you plan to do and also not doing what you plan not to do. It could also be described as ?getting it done and not half done.?

Success and failure could be summed up in the immortal words ?DONE or AIN?T DONE.?

No initial reports of injuries, major damage in 5.9 quake: DC EMS (Reuters)

WASHINGTON (Reuters) ? There are no initial reports of injuries or major damage in Washington, D.C. from a 5.9 magnitude earthquake that shook the city and surrounding areas, according to the city's fire and emergency services Twitter feed.

There are reports of damaged buildings, but none confirmed at this time, it said.

It's been a movie 18 years in the making. In fact, it's now a pair of movies. Get ready for the West Memphis Three, times two.

In May 1993, the naked bodies of three young boys were found hog-tied in a ditch in the Arkansas woods. The crime appeared to have the additionally heinous elements of sexual abuse and ritual torment. And soon three older boys, Damien Echols, Jason Baldwin and Jessie Misskelley, teenagers who shared a troubled history of petty crime and a fondness for heavy metal and Stephen King, found themselves chief suspects in a triple murder. They were convicted, based largely on a confession coaxed from Misskelley, who is mentally handicapped. He later recanted, but was nonetheless sentenced to life plus 40 years for the crime. Baldwin got life as well. Echols was sentenced to death.

Yet the story didn't end with a trio of misfits going off to prison, or with a tidy sense of justice for a shattered community. In the ensuing years, the story of Echols, Baldwin and Misskelley has become an ongoing source of public outrage -- and an inspiration for filmmakers and musicians. In 1996, HBO Films and directors Joe Berlinger and Bruce Sinofsky released "Paradise Lost: The Child Murders at Robin Hood Hills," the haunting, exasperating tale of a nightmarish crime, Satanist hysteria, and three black-clad boys sent away forever. The movie was a sensation, and resparked criticism that the investigation and trial were wildly botched at best -- and at worst, deliberately unfair.

Yet even a 2000 sequel, with updates on the case and the grim fates of the West Memphis Three, failed to move the Arkansas judicial system. Still, the convicted men continued to attract supporters like Eddie Vedder, Peter Jackson, Henry Rollins and Johnny Depp, along with legion of non-celebrity supporters, including the mother of one of the young victims and the father of another. High-profile supporters performed star-studded concerts for the trio's defense fund. Yet the judge in the trial, David Burnett, steadfastly refused to reopen the case, saying of Echols that "My court is through with him; if he wants to appeal he will have to take it to the Supreme Court, which I'm quite certain he will."

But in a surprise move on Friday, the three were allowed to proceed with an unusual gambit known as an Alford plea, in which a person pleads guilty but still can maintain his or her innocence. And with that, they were freed.

The Alford plea -- and its acceptance by the case's new judge, David Laser -- likely had something to do with the mounting DNA evidence suggesting that the three were not connected with the crime. A new hearing had been scheduled for December, at long last. It's far from a full victory for the three, who have still not been exonerated of the crimes. As Baldwin said on Friday, "This was not justice. In the beginning we told nothing but the truth. We were innocent, and they sent us to prison for the rest of our lives."

Frustrating though it still is, the story does at least now have a far more satisfying resolution than the one it long seemed destined for. And that's got to be sweet for "Chloe" and "Sweet Hereafter" director Atom Egoyan, who's making a dramatic version of Mara Leveritt's 2003 book "Devil's Knot: The True Story of the West Memphis Three." The film had been stalled for years, but is set to begin shooting next spring. On Saturday, Egoyan told the Hollywood Reporter that the new developments "unquestionably ... will have an effect on the way the movie is seen ... [It's] very exciting news, obviously; quite shocking and sadly predictable."

But perhaps the most cinematically satisfying story belongs to Joe Berlinger and Bruce Sinofsky, who will show their latest film, "Paradise Lost 3: Purgatory," next month at the Toronto International Film Festival. That film was completed before Friday's developments, but the filmmakers hope to have a new ending shot in time for the New York Film Festival in October. The film will air with a fully updated ending on HBO in January. "I'm glad it's over," Berlinger told the Hollywood Reporter Friday. "Because I really didn't want to make a fourth film."

What happens next for the West Memphis Three remains to be seen, though the fight to clear their names goes on. And justice is far from served. As Egoyan says, "What's wonderful is that these young men are free. What's terrible is that justice has not been done for the three young victims." Movies -- and often juries -- insist upon resolution. Reality instead offers complexity, ambiguity, doubt and unfairness. But on Friday, Damien Echols issued a statement that read in part, "This whole experience has taught me much about life, human nature, American justice, survival and transcendence." It's far from a happy Hollywood ending. But it's a hell of a heartbreaking drama.
