Regulator rebuts critics on housing help (Reuters)

WASHINGTON (Reuters) ? Fannie Mae's and Freddie Mac's regulator on Saturday rejected criticism he was obstructing a housing recovery by taking too narrow a view of his mission to protect the financial health of the two massive, taxpayer-supported mortgage firms.

Edward DeMarco, acting director of the Federal Housing Finance Agency, argued the $141 billion in taxpayer funds Fannie Mae and Freddie Mac had received since they were seized by the government in 2008 were meant to get the companies back on their feet, not to provide "broad relief" to the housing market.

"FHFA has been aggressively trying to assist the housing market to ensure that the country continues to have a liquid and stable and functioning secondary mortgage market," DeMarco said in an interview with C-SPAN public affairs television that was set to air on Sunday.

"Some of those things that are being advocated for us to do really go beyond what Congress has given us the authority to do and the funds that have been provided," he said.

Fannie Mae and Freddie Mac, the two largest sources of U.S. mortgage finance, were placed in government conservatorship in September 2008 as mortgage losses skyrocketed. Along with the Federal Housing Administration, they provide the funds for 90 percent of all new mortgages.

Some Democratic lawmakers and former Obama administration officials have taken aim at DeMarco's position on the mandate of the two government-sponsored enterprises, or GSEs. They argue FHFA needs to do more to halt the record pace of foreclosures and cut loan balances for the estimated 11 million U.S. borrowers who owe more than their homes are worth.

Lawrence Summers, a former top economic adviser to President Barack Obama, said in a Reuters column last Sunday that DeMarco had "taken a narrow view of the public interest" in his efforts to protect Fannie Mae and Freddie Mac's health.

"FHFA has not acted on its conservatorship mandate to insure that the GSEs act to stabilize the nation's housing market, and taken no account of the reality that the narrow financial interest of the GSEs depends on a national housing recovery," Summers wrote.

NEW INITIATIVE

In the interview, DeMarco touted a new initiative by his agency to widen a federal program that offers mortgage aid to so-called underwater borrowers.

The effort -- a retooling of the Home Affordable Refinance Program, or HARP -- aims to make it easier for borrowers who hold loans backed by Fannie Mae and Freddie Mac to refinance.

"Mortgage rates came down, but there was a set of borrowers who were not able to refinance," DeMarco said. "Given the changes we've made, we estimate that maybe at least we're roughly doubling what we've already seen come through the program."

When HARP was unveiled in March 2009, the Obama administration predicted it would help 5 million borrowers. But so far, fewer than 895,000 have refinanced through the program.

DeMarco defended the steps he had taken as being well within his "statutory authority" to oversee the two firms.

The regulator said he was now focusing on a way to sell foreclosed properties held by Fannie Mae and Freddie Mac to investors willing to convert them into rental properties. "We're turning to this as the next priority," DeMarco said.

But he stood firm against suggestions the regulator open the door to principal reductions on loans backed by Fannie Mae and Freddie Mac.

"On a stand-alone basis, principal forgiveness doesn't accomplish our conservator mandate relative to the loan modifications tools and techniques that we have in place right now," DeMarco said.

He said it was up to Congress and the administration to decide how to restore the housing market.

"That policy debate needs to take place and we need to await an act of Congress to give us clear direction on where we're going forward and what the timeline for that is," he said. "The longer this goes on, the harder it is for FHFA to know what to do."

Turkey: 49 Kurdish rebels killed in fighting (AP)

ANKARA, Turkey ? Turkey's military says 49 Kurdish rebels have been killed in offensives in southeast Turkey.

The military said in a statement posted on its website Saturday that the rebels were killed in fighting in Hakkari province over the past two days.

Turkey launched anti-rebel offensives ? involving around 10,000 troops ? both in southeastern Turkey and across the border in Iraq on Wednesday, after 24 soldiers were killed by the rebels in the deadliest one-day toll against the military since the 1990s.

Earlier, the state-run television TRT television reported 32 rebels killed in clashes in a valley in Hakkari province.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

ANKARA, Turkey (AP) ? Turkish troops killed 32 Kurdish rebels in a valley near the Iraqi border, state-run television reported Saturday, as hundreds of troops also pursued Kurdish fighters within northern Iraq.

The rebels were killed in clashes in the Kazan Valley region, near the town of Cukurca, in Turkey's Hakkari province that borders Iraq, TRT television reported, citing unnamed regional officials. There was no immediate confirmation of the deaths from the rebels.

Turkey on Wednesday launched massive anti-rebel offensives involving some 10,000 troops both in southeastern Turkey and across the border in Iraq. The military operations began hours after 24 soldiers were killed by the rebels of the Kurdistan Workers' Party, or PKK, in the deadliest one-day toll against the military since the 1990s.

Turkey's conflict with the Kurdish rebels has killed tens of thousands of people since the insurgents took up arms to fight for autonomy in the country's Kurdish-dominated southeast in 1984.

The military said Friday its air and ground offensives were mostly concentrated within Turkey, in Cukurca, while operations were also under way "in a few areas" in northern Iraq.

The military has not revealed the number of soldiers that have crossed into Iraq. But the Haber Turk newspaper reported Saturday that 1,500 elite troops were involved in the ground operation against rebel hideouts in northern Iraq. The Vatan newspaper put the figure at 2,000.

The Turkish troops had penetrated three miles (five kilometers) into Iraqi territory, Haber Turk said, while military helicopters were ferrying elite troops in and out of other areas for "spot operations" against PKK rebels. Warplanes and drones were providing air support for the gunbattles.

The paper said the offensive was targeting seven suspected PKK bases along the border, where some 2,000 rebels are believed to be hiding.

The military said the operation includes commandos, special forces and paramilitary special forces ? elite forces trained in guerrilla warfare. They are being reinforced by F-16 and F-4 warplanes, Super Cobra helicopter gunships and surveillance drones.

Turkey has launched more than two dozen air and ground incursions into northern Iraq over the 27 years of the insurgency, with mixed results. The rebels have returned to positions along the border soon after the troops have withdrawn. The current offensive was the largest attack on the insurgents in more than three years.

Turkey is seeking the cooperation of Iraqi Kurds, who control an autonomous region in northern Iraq, and of Iran for the latest offensive.

Hurriyet newspaper reported Saturday that Iraqi Kurdish security forces, the Peshmerga, were helping Turkish troops by providing intelligence.

Iraqi leaders have condemned the rebel attacks and promised to stop the PKK from using Iraqi territory for future attacks against Turkey. The Iraqi Foreign Ministry said both Baghdad and the regional Kurdish government in northern Iraq "are committed to securing the borders."

On Friday, Turkey and Iran vowed to collaborate against the PKK and its Iranian wing, the Party of Free Life of Kurdistan, or PJAK, during a visit by Iranian Foreign Minister Ali Akbar Salehi. The PKK and PJAK have both been fighting for Kurdish autonomy in their respective countries and both are labeled as terrorist organizations by the United States.

Build This Leaf-Sack Rack and Make Raking Easy

October 21, 2011 6:30 AM

1 PLAN YOUR ATTACK

If you can't burn, mulch or compost leaves, the only option is to bag 'em--a laborious task. To make the chore easier, build a sack rack using 27 feet of ?-inch PVC pipe, eight ?-inch elbows and 14 ?-inch tees. The bottom end anchors a tapered rectangular prism. Spring clamps hold open a 39-gallon bag. Tip it over and stakes keep the rack steady for raking.

2 MAKE PIPE SQUARES

The frame contains two square ends connected by 36-inch-long upright supports on three sides. Fit six tees on the ends of three 9-inch pipes. For the top square, use 1?-inch stubs to join the tees to four elbows. Fit a 15-inch pipe between the elbows to finish the square. To make the bottom square, repeat the process above, but use 3-inch stubs. Connect the elbows with an 18-inch pipe.

3 CONNECT THE ENDS

To make six uprights, cut four lengths of PVC to 36 inches. Prepare each of two staked uprights by fitting a tee between two pipes, creating two assemblies 36 inches long. Connect the six uprights to the top and bottom squares by inserting them into openings on the squares' 12 tees. Because the bottom square is larger than the top one, the uprights cant 5 degrees from vertical.

4 RAKE AND BAG

Make two stakes by cutting one end of two 4-inch-long pipes at an angle. Insert the square ends into two open tees at the uprights' midpoints. Face the stakes toward the side of the rack with no upright. That side is open to ease removal of a full bag. Fit a bag opening around the small square, tip over the rack, and press the stakes into the ground. Clamp the bag and rake in leaves.

Michael Dell, California Gov. Brown Open Dell Silicon Valley Research and Development Center

 • Dell adding thousands of new jobs throughout the U.S. this year to achieve strategic expansion of technology solutions capabilities
 • Silicon Valley center will work on network design, storage development, cloud computing development and software engineering, as well as technology sales and services
 • Gov. Edmund G. Brown Jr. and Santa Clara Mayor Jamie Matthews speak at ceremony

Michael Dell formally opened Dell?s newest research and development center here today, saying the facility will tap the innovative nexus of Silicon Valley to fill jobs that will create the technology solutions in demand by Dell customers.

Mr. Dell spoke to a gathering of team members and public officials outside the Dell Silicon Valley Research and Development Center, where approximately 700 team members are expected eventually to occupy 240,000 square feet of space in two buildings. Also speaking at the event were California Gov. Edmund G. Brown Jr. and City of Santa Clara Mayor Jamie Matthews.

? We are making significant and thoughtful investments to develop and acquire industry-leading intellectual property,? Mr. Dell said. ? Silicon Valley is a center of technological innovation and we are looking to recruit from the great talent pool here for high-level jobs in network design, storage development, cloud computing and software development. The new positions we add here are part of more than 1,500 jobs we?re creating in the U.S. this year to help expand our technology solutions portfolio.?

?California is the world capital of innovation and technology, so it?s only natural that Dell has chosen Santa Clara as the home for its newest research and development facility,? said Governor Brown. ?This new facility will create hundreds of cutting-edge technology jobs at a time when we need them most. Dell has made a sound investment by expanding in California, and I look forward to further expansions of Dell?s presence here in the Golden State.?

?Santa Clara is at a center of technological innovation with a world-class talent pool and stable business environment,? said Mayor Matthews. ?We welcome Dell to Santa Clara and are pleased to be a part of Dell?s strategic expansion and future growth.?

The Silicon Valley site complements Dell?s Israel Research and Development Center in Ra?anana and development work done at the company?s headquarters in Round Rock, Texas. Dell is also investing in new jobs elsewhere across the U.S., in Atlanta; Minneapolis; Nashua, N.H.; Nashville; Oklahoma City; and Round Rock -- communities well known for their highly educated workforces and stable business environments.

?Our ongoing expansion in the U.S. demonstrates how American companies and communities can grow in a global, knowledge-based economy by prioritizing and investing in a highly educated, skilled workforce, a positive business environment and solid infrastructure,? Mr. Dell said.

In addition to filling new positions, the Silicon Valley facility will allow Dell to consolidate much of its current Northern California operations. It will combine the operations of several area companies Dell has acquired, including Zing, Ocarina, Scalent and Everdream. Two other companies, KACE and Force10, will remain at their current Silicon Valley facilities.

The first phase of occupancy is underway and will continue through next year. The campus will also include customer solutions and briefing centers, a cafeteria and fitness center. Including those housed at the R&D campus, Dell expects to have more than 1,500 employees in Silicon Valley by the end of next year.

Dell announced in April it is investing $1 billion in its current fiscal year to deliver leading solutions, services and cloud-based delivery options to help customers capture the benefits from new compute and information delivery advancements. These investments include solution centers, of which one is planned for the Santa Clara facility, where customers can learn about Dell?s industry-focused solutions and domain expertise. Also, the skills being consolidated and recruited to staff the Silicon Valley Research and Development Center exemplify Dell?s commitment to bring open, capable and affordable solutions to organizations around the world.

Wichita's newest dog park opens to excited pets, owners | Wichita ...

- The four-legged guests of honor at a ribbon-cutting Friday tried to contain themselves before the gates opened at the new dog park at the Murfin Animal Care Campus.

Most of them sat patiently, wagging their tails, through the official speeches.

But a few barked, catching the attention of Wichita City Council member Lavonta Williams.

"They're saying they're ready to play," Williams interpreted.

The dog park, near K-96 and Hillside, is the final touch at the Kansas Humane Society's 2-year-old digs. It features three fenced-in play areas for pooches ? two for large dogs and one for small dogs. The small-dog area will always be open. The two large-dog areas will rotate to give the grass a chance to recover.

Dogs packed the park on its first day. Dalmatians, Chihuahuas, goldendoodles and Labrador retrievers sniffed each other, chased each other and slobbered on each other.

Tammy Allen, chairwoman of the society's board of directors, kicked off the opening of the park by thanking supporters for their contributions to the campus, which combines the society's shelter and Wichita Animal Control.

Barry Schwan, who co-chaired the fundraising campaign for the campus, said the new center last year prevented 100,000 unwanted puppies and kittens through spaying and neutering, saved the lives of 9,056 homeless pets that were adopted by families or rescue groups, and reunited 1,700 pets with their families.

"We're helping more animals than ever before," Schwan said, adding that the society is moving closer to its goal of ending the euthanasia of adoptable animals by 2014.

To do so, Schwan said, the shelter must reduce the number of animals coming in and increase the number of animals being adopted out.

Sue Kleinheksel, a volunteer for the society, was one of the first visitors to the park. She brought her mixed spaniel dog, Bridget, who had been adopted through a companion animal program. When Bridget's companion died, Kleinheksel adopted her.

Bridget goes everywhere with her, she said.

"How many dogs have gone to lunch at the Wichita Country Club or to dinner at Ya Ya's?" she asked. "She's been to a military funeral and puts on fashion shows."

Bridget's collar was blinged out with Halloween decorations.

J.C. Combs and his wife, Karen, brought Chuck, their goldendoodle ? a cross between a golden retriever and a poodle.

The visit was Chuck's first trip to a dog park in Wichita. The city has another dog park at Chapin Park near MacArthur and Hydraulic.

"This will be a great place to run off energy," J.C. Combs said.

Williams said the dog park will give owners an excuse to exercise, too.

Dog parks, she said, help dogs keep in shape and also help them socialize with other animals.

"A tired dog is a happy dog," Williams said.

The park will be open every day from dawn until dusk. Dogs must be at least 5 months old and current on all vaccinations, including rabies.

Day One of freedom for Mideast swap club (Reuters)

GAZA (Reuters) ? Palestinians freed by Israel in a trade for soldier Gilad Shalit took their morning exercise on Wednesday around a luxury swimming pool overlooking the Mediterranean, instead of circling the prison yard as they have done for long years inside.

There was none of the usual breakfast-room free-for-all at Gaza's 4-star Al-Mashtal beach front hotel. The 105 special guests, looking a little uncertain, lined up obediently to shuffle around the breakfast bar one by one, canteen-style.

It was their first morning of freedom following the 1000-for-1 swap of Palestinian prisoners for Shalit, the Israeli soldier captured by Islamist Hamas militants in 2006 and held hostage in Gaza for over five years.

A few of the Palestinians released served 30 years in jail.

Shalit, whose skinny frame is the talk of Israel, took a morning stroll with his mother outside the family home in a leafy village in northern Israel, accompanied by police who formed a protective guard around him.

"You have to start with something," his father, Noam, told reporters. "Gilad feels well. He needs time for himself."

The 25-year-old Israeli soldier looked hollow-eyed and white-skinned. Like the pale, lean Palestinian men exploring Gaza's most modern hotel, he will need time to acclimatize himself to strange surroundings -- things like mirrored elevators, smart phones, helpful waiters.

"The first day of freedom feels like being reborn," said Salem Thwaib, a 30-year-old from Bethlehem who did 10 years of his life term in an Israel jail for helping a Hamas suicide bomber whose vest failed to explode.

DEPORTATION BEATS PRISON

Israel released 477 Palestinian prisoners including 27 women in the first part of a swap of 1,027 for Shalit.

A quarter went to the West Bank, 41 went into exile in foreign countries and the rest were brought to Gaza from Egypt, which mediated in years of exchange negotiations.

Thwaib was among 165 from the West Bank who were sent to Gaza under the terms of the deal. The blockaded Gaza Strip is divided from the West Bank by a swathe of Israeli territory.

Ismail Haniyeh, head of the Hamas administration in the coastal enclave, authorized a grant of $588,000 for 294 freed prisoners in Gaza.

Thwaib has to spend the rest of his life in the overcrowded coastal enclave. He has not yet decided whether to find a wife in Gaza or invite a woman from his hometown to join him.

Fatima Mohammed, who came to Gaza from the northern West Bank city of Nablus to see her freed son Bilal, said next time she comes she might bring the 33-year-old Hamas activist a wife.

"He slept in my arms," she said fondly. Bilal was sentenced to 20 years for complicity in the killing of a Jewish settler in 2002 -- a charge he never admitted.

"For nine years I have yearned to touch my mother," he said as they sat together in the shade of date palms overlooking the brilliant sea.

Like Shalit, whose tentative first steps of freedom betrayed his great uncertainty, the Palestinians will need time to get used to liberty. Many were still rubbing their eyes in disbelief at the brand new world around them.

Thwaib lashed out at some Palestinians who questioned the terms of the swap for Shalit. Deportation to Gaza was a lot better than more years in an Israeli jail, he said.

"Did they want us to remain in prison?"

ATHENS (Reuters) ? Tens of thousands of protesters rallied in front of the Greek parliament on Wednesday and there were isolated outbreaks of violence as a general strike shut down much of the country ahead of a vote on a painful new round of austerity measures.

With memories still fresh of the running battles that marked anti-austerity protests in June, more than 5,000 police were deployed on the streets and the mood among the demonstrators was angry.

"We have no future here. All young people want to go abroad and they are right to do so," said Anastasia Kolokotsa, 17, protesting outside parliament.

"There are no jobs, there is nothing here."

Many young protesters were carrying helmets and by early afternoon there were reports of clashes away from the main rally involving masked, black-clad youths hurling Molotov cocktails at police who answered with teargas.

The 48-hour strike shut down government departments, businesses and public services, as well as shops and bakeries. Some 150 domestic and international flights were canceled.

Prime Minister George Papandreou, trailing badly in opinion polls, has appealed for support from Greeks before parliament votes on the latest measures which include tax hikes, wage cuts and public sector layoffs.

But after repeated rounds of austerity measures, hostility to the government and the international lenders demanding ever tougher action has risen to new levels. Unions urged deputies not to pass the law.

"If they have any humanity, decency, sense of pride and Greek soul left, they must reject the bill," Nikos Kioutsoukis, a top official in private sector union GSEE which is leading the strike with its public sector counterpart ADEDY.

With Greece's stricken economy already on its knees, protesters said more austerity measures would only drive the country deeper into the ground.

"The dangerous slide in the economy and the society must stop," small business association GSEVEE said. "It only leads to further shutdowns, unemployment, pauperization, wider deficits and even bigger debt."

Unions said before the strike they expected one of the biggest demonstrations since the start of the crisis two years ago. By early afternoon, Syntagma Square outside parliament was packed with protesters.

Apart from the rally, the streets of central Athens were eerily quiet with posters reading "We are shutting down for the day so that we don't shut down forever," plastered over shuttered storefronts.

RECESSION

Wednesday's action comes as European Union leaders scramble to outline a new rescue package in time for a summit on Sunday that hopes to agree measures to protect the region's financial system from a potential Greek debt default.

"We are in an agonizing but necessary struggle to avoid the final and harshest point of the crisis," Finance Minister Evangelos Venizelos told parliament. "From now and until Sunday were are fighting the battle of all battles."

Trapped in the third year of deep recession and strangled by a public debt amounting to 162 percent of gross domestic product which few now believe can be paid back, Greece has sunk ever deeper into crisis.

Papandreou's narrow four-seat majority is expected to be enough to ensure the austerity bill goes through, especially given possible support from a smaller opposition group.

But party discipline is increasingly strained with one PASOK deputy resigning his seat in protest and at least two others threatening to vote against part of the package dealing with collective wage bargaining agreements.

"DEBT MONSTER"

Speaking in parliament on Wednesday, Dimitris Reppas, minister for Administrative Reform, reflected the increasing sense of isolation among many in the ruling party, complaining he felt as though he had been thrown to the lions.

"In government, we often feel like ... we are in the Colosseum, fighting the debt monster while everybody else is just sitting in the stands, watching and commenting," he said.

A first vote takes place late on Wednesday on the overall bill, which mixes deep cuts to public sector pay and pensions, tax hikes, a suspension of sectoral pay accords and an end to the constitutional taboo against laying off civil servants.

A second vote on specific articles is expected some time on Thursday and only after that the bill becomes law.

International lenders, who are providing the funds Athens needs to stay afloat after it was shut out of bond markets last year, have expressed impatience at the slow pace of reform as Greece has slipped behind on its budget targets.

There has been growing talk that Athens should be placed under tighter supervision by EU authorities to ensure it meets its reform obligations.

Squeezed between escalating popular protests against the cuts already imposed and demands from the EU and International Monetary Fund for even tougher action, Papandreou's support has appeared increasingly uncertain.

Although the government has repeatedly ruled out early elections, many political analysts now believe that a snap ballot will probably be held some time in the coming months.

Clinton holds more talks with Pakistan officials (AP)

ISLAMABAD, Pakistan ? U.S. Secretary of State Hillary Rodham Clinton is holding a second day of talks with top Pakistani officials to press them to do more to combat insurgents.

Clinton was to meet Friday with Pakistan's president and foreign minister after a lengthy four-hour discussion on Thursday with top Pakistani military and intelligence officials. At Thursday's talks, Clinton led a high-level US delegation, including CIA director David Petraeus and Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey.

The Obama administration is demanding that Pakistan step up efforts to fight militants intent on destabilizing neighboring Afghanistan. Clinton on Thursday delivered a blunt warning that the United States will do what it must to go after militants in Pakistan and Afghanistan, whether Pakistan helps or not.

She is heading an unusually large delegation for the talks with civilian and military leaders who have resisted previous U.S. demands to take a harder tack against militants who attack American soldiers and interests in Afghanistan.

The U.S. contingent was meant to display unity among the various U.S. agencies, including the CIA, Pentagon and State Department, with an interest in Pakistan. CIA chief David Petraeus and Joint Chiefs of Staff Chairman Gen. Martin Dempsey joined Clinton, who said the team would "push Pakistan very hard."

Clinton arrived in Islamabad from Afghanistan, where she told Pakistan it must be part of the solution to the Afghan conflict. She said the U.S. expects the Pakistani government, military and intelligence services to take the lead in fighting Pakistan-based militants and also in encouraging Afghan militants to reconcile.

The meetings have focused on the recurrent U.S. demand that Pakistan launch its own offensive against a lethal Taliban affiliate known as the Haqqani network which operates on both sides of the Afghanistan-Pakistan border.

U.S. officials claim Pakistan either tolerates or supports the group's activities.

Record number of jaguars found in Bolivia

Wednesday, October 19, 2011

In a new camera trap survey in the world's most biologically diverse landscape, researchers for the Wildlife Conservation Society have identified more individual jaguars than ever before.

Using technology first adapted to identify tigers by stripe patterns, WCS conservationists have identified 19 individual jaguars by spot patterns in the rainforests of Bolivia, a record number for a single camera trap survey in the country. The animals were identified from a total of 975 photographs, a record number of images due to the use of digital cameras as opposed to camera traps that use film.

The images come from the Alto Madidi and Alto Heath, a region at the headwaters of the Madidi and Heath Rivers inside Bolivia's outstanding Madidi National Park. The survey also included Ixiamas Municipal Reserve, created following a previous WCS survey in 2004 along the Madidi River, which revealed a high abundance of jaguars and other species such as white-lipped peccaries, spider monkeys, and giant otters.

"We're excited about the prospect of using these images to find out more about this elusive cat and its ecological needs," said WCS Conservationist Dr. Robert Wallace. "The data gleaned from these images provide insights into the lives of individual jaguars and will help us generate a density estimate for the area."

The study is noteworthy in its use of digital camera traps replacing the traditional film units used in the past. The cameras are strategically placed along pathways in the forest and especially the beaches of rivers and streams for weeks at a time, snapping pictures of animals that cross an infrared beam. Now, researchers returning to the traps can download the images in seconds, rather than waiting days for film to develop. Before embarking on second field trip to the even more remote Heath River, Bolivian jaguar field biologist Guido Ayala noted that "series of digital images also capture more data than traditional film."

"The preliminary results of this new expedition underscore the importance of the Madidi landscape to jaguars and other charismatic rainforest species," said Dr. Julie Kunen, Director of WCS's Latin America and Caribbean Program. "Understanding the densities and ranging habits of jaguars is an important step in formulating effective management plans for what is arguably the most biodiverse landscape on the planet."

Madidi National Park is one of the top tourist attractions in Bolivia and is the centerpiece of a continuous chain of six national protected areas in northwestern Bolivia and southeastern Peru, one of the largest such complexes in the world.

WCS works to develop local capacity to conserve the landscape from a variety of threats, including the negative environmental impacts from poorly planned development such as road construction, hydroelectric projects, logging, and agricultural expansion. WCS also works to improve local livelihoods through community enterprises.

WCS has worked to protect jaguars for decades and launched the WCS Jaguar Conservation Program in 1999 to assess the needs of jaguars in the wild and to minimize potential conflicts with humans.

Occupy Wall Street becomes NYC tourist stop (AP)

NEW YORK ? Shawn Lahey, a ruler factory worker from Poughkeepsie, was watching the show. A dancing man held a pole marked "corporation," attached to a noose marked "financial system" ? from which another dancing man was "hanging." Masked drummers provided a thumping soundtrack.

Times Square? Nope. He was all the way down in Manhattan's financial district, where the Occupy Wall Street protesters have camped out for more than a month.

Zuccotti Park has become a hub for more than demonstrators. Visitors, curious to see protest in action, are regular arrivals. Some take photographs of themselves, protesters and their signs in the background. On a typical day they clog the pedestrian traffic in the area, which is often bustling with financial district employees pushing their way through.

"I think it's great ? they're trying to make a point," Lahey said, though he added with a wry smile, "... I don't think it'll make any difference. ... The government won't make any changes, because it's all about money."

Jackie Qualizza of Bucyrus, Kansas, challenged protester Art Udeykin, asking him to explain the purpose of the demonstration, which has inspired similar activism in many cities across the nation and around the world.

"Right now, we don't have a goal ? except to back away from the system that's not working," replied Udeykin, a 23-year-old Russian-born Iowan. "This is a way to feel free, to feel normal."

Qualizza said she couldn't see herself demonstrating, but added, "I don't disagree with them. The government bailed out everyone, and things are still not working. Something has to change."

The protest against corporate influence in government and wealth inequality has many of the things tourists look for, including photo-worthy moments and even some trinkets. In this case, the T-shirts and buttons offered by protesters are generally free, though they accept donations.

The double-decker buses offering tours of Manhattan pass by on Broadway, with guides pointing out the park site and tourists ? in sunny weather ? often waving sympathetically at protesters from the top decks.

Wednesday was rainy, but visitors included a group of Chinese tourists accompanied by an interpreter and a guide.

Molly Schwad, a jeweler from Kansas traveling with Qualizza and other friends, said she was surprised by what she saw, compared to the TV coverage of the protest movement.

She saw a rather quiet encampment in the rain, of only about 200 people. At times several hundred people have camped at the park, and some of the demonstrations organized as part of the Occupy Wall Street movement have drawn thousands.

"I thought it was much bigger," Schwad said. "We were afraid there might be violence here."

Marsha Spencer, an unemployed seamstress knitting in the rain at the park Wednesday, gives visitors a view of the protests they may not have expected to see. She returns to her home in the Hell's Kitchen neighborhood at night but spends most of each day at the protest.

"When people see a 56-year-old grandmother sitting here, knitting ? they pay attention," she said. "... I tell them I'm here because I want things to change for my five grandchildren."

Some visitors echoed her concerns, including Karen Conrad of Johnstown, Pa., who was in New York last week to visit family and stopped by to show her support.

"I'm a middle-class mother and I can't get ahead. If anything, I'm going downward," she said. She said her two children are burdened by debt from college loans and "won't be out of debt until their own children are ready for college probably."

Demonstrator Julian DeMayo, a law student from Montreal bundled up against the wind and rain, said the tourists' attitude toward the protest has changed over the weeks.

"At first, they seemed skeptical, looking at this like it was a circus show," he said. But more recently, he said, many visitors "looked genuinely interested, and inspired. And they seem impressed by the level of infrastructure."

He added, "I think they also see that there's a huge variety of people here ? young and old, of all races, from everywhere."

Some nearby businesses are far less enamored of the protesters, and say the hubbub outside their doors is costing them money.

Stacey Tzortzatos, manager of Panini & Co., a casual restaurant that's normally bustling as it serves financial district clients, said the eatery has been losing business because police barricades discourage customers from coming in, and media vans are blocking the view.

But the biggest problem, she said, was protesters coming in to use the bathroom ? "30 at a time." She said she put locks on the bathroom doors in response.

"They take showers using the sink, they brush their teeth, and they make a huge mess," she said.

Tzortzatos said she's been harassed and verbally abused by protesters, who have come in eating donated food.

"I was called `evil' for asking whether they were customers, when they came in eating their free pizza, smelling so bad," she said. "It's a constant battle, and it's getting worse as the weeks go by."

Other food venues didn't mind.

"Business is business!" said Alex Gervis, who works behind the counter at Manon, a cafe near Zuccotti Park that sells imported Italian coffee and Belgian chocolates.

He said protesters have come in "six, or even 10, at a time. And as long as they buy something and don't make a mess, we're happy to have them."

The only disruption came several days ago, "when they tried to play guitar," he said. "We can't have that."

9th Circuit won't rehear Calif. park cross case (AP)

SAN DIEGO ? A federal appeals court declined to rehear the case of a war memorial cross in a public park in San Diego that was deemed unconstitutional, but a group trying to preserve the monument vowed Monday to appeal to the Supreme Court.

The Mount Soledad Memorial Association said the 11-judge panel of the 9th U.S. Circuit Court of Appeals on Friday denied its request to let the full court rule on the decades-old case.

The U.S. Department of Justice also had requested the case be reheard to decide the fate of the 29-foot cross in the San Diego suburb of La Jolla that was dedicated in 1954 in honor of Korean War veterans and sits on public land atop a mountain overlooking the Pacific Ocean. The American Civil Liberties Union has been fighting to get the cross removed, saying it is a religious symbol.

Five of the appeals court judges dissented, stating the cross should stay.

"Although we are disappointed that the Ninth Circuit denied requests to have the full court rehear this case, we are encouraged that five of the judges agree with us and believe the cross should stay," said Kelly Shackelford, president of the nonprofit Liberty Institute and attorney for the Mount Soledad Memorial Association, which oversees the monument.

The Supreme Court's conservative majority has signaled a greater willingness to allow religious symbols on public land. The court last year refused to order the removal of a congressionally endorsed war memorial cross from its longtime home atop a remote rocky outcropping in California's Mojave Desert.

The legal fight over the Mount Soledad cross began in 1989 when atheist Philip Paulson sued the city of San Diego. Paulson, a Vietnam War veteran, contended that the cross excludes veterans who aren't Christian. A Jewish war veterans group has also been a plaintiff in the case along with the ACLU.

State and federal judges ordered the cross removed, saying it represents an unconstitutional endorsement of one religion. But in 2006, the U.S. Supreme Court blocked an order that the city take it down that summer, giving lower courts time to hear appeals.

City officials have argued that the cross is part of a secular war memorial, and the cross has been embraced by San Diego residents who in 2005 overwhelmingly approved a measure to preserve it by donating it to the federal government, although the courts said that did not protect it from the constitutional dispute.

"People want this veteran's memorial to remain as it is, from the thousands who visit it each month to honor our nation's veterans, to the 76 percent of San Diegans who voted to give it to the federal government as a national veterans' memorial," said retired Air Force Col. Bruce S. Bailey, president of the Mount Soledad Memorial Association.

Daniel Mach of the ACLU said the latest ruling reaffirms a three-judge panel decision in January that the cross is unconstitutional. That panel indicated there could be ways to remedy the situation without removing the cross, although it did not specify the particular methods.

Mach said the case could be sent back to a San Diego district court, which will decide on those details.

"We're pleased that the court's ruling will stand," said Mach, director of the ACLU's Program on Freedom of Religion and Belief. "The decision not to rehear the case reaffirms the basic principle that the government cannot play favorites with religion."

Half of teens shy, but for a few it's more serious (AP)

WASHINGTON ? Does your teen show normal nerves about the weekend party, or always stay home?

Nearly half of teenagers say they're shy, perhaps a bit surprising in our say-anything society. But a government study finds a small fraction of those teens show signs of a troubling anxiety disorder that can be mistaken for extreme shyness.

The report challenges criticism that the terms "social phobia" or "social anxiety disorder" medicalize normal shyness.

"Shyness is a normal human temperament," says lead researcher Dr. Kathleen Merikangas of the National Institute of Mental Health, whose teachers always noted her own childhood shyness on her report cards.

But just as it can be hard to tell when feeling sad turns into depression, "there is a blurred boundary between people who describe themselves as shy and clinically significant impairment," Merikangas adds.

The difference: The shy can be drawn out and adapt, while teens or adults with full-fledged social anxiety become so paralyzed during social situations that it interferes with everyday functioning.

"I didn't go out on dates or do any of the things that other kids did," recalls Cynthia Kipp of Tehachapi, Calif., who shared her story of years struggling with social phobia with the Anxiety Disorders Association of America. Now 48, she thinks her first anxiety symptoms began in fourth grade, when she can remember hiding under her coat in class, but worsened in high school when she tried drugs and alcohol for relief. Eventually she found treatment that worked.

The report also opens a window into the broader field of temperament research. Even garden-variety shyness worries parents, particularly fathers of boys, says Dr. Nancy Snidman of Children's Hospital Boston.

In school-age boys especially, "shyness isn't very well tolerated in the United States," says Snidman who wasn't involved with the new research.

Snidman and colleagues at Harvard Medical School have tracked infants to their college years, and know that babies who react very negatively to new people and objects tend to grow into shy children. That's not a bad thing ? caution is considered an important evolutionary adaptation.

Usually, the clinging tot does just fine as he or she grows older and finds a niche, Snidman says. Girls may think the shy teen boy is nice because he's not macho, for example, or the shy kids wind up on the school newspaper so they can write instead of do public speaking. Many outgrow their shyness.

Yet a very shy child is considered more at risk than others of later developing some type of anxiety disorder ? just as the opposite extreme, a very outgoing child, can be at greater risk for attention or conduct disorders, she says.

The new study, published by the journal Pediatrics, is based on in-person surveys of more than 10,000 U.S. teens about a variety of mental health issues. More than 6,000 of their parents were surveyed, too.

About 47 percent of the teens identified themselves as shy around peers they don't know well. More than 62 percent of parents thought their teens were shy, perhaps a reflection of parental worry.

Then Merikangas' team analyzed how many teens appeared to meet the American Psychiatric Association's criteria for social anxiety disorder or social phobia. Roughly 1 in 10 of the self-described shy kids did.

Social phobia tends to appear during adolescence when kids take their first real steps toward independence, but there's little information about how often. The National Institutes of Health estimates it affects about 15 million adults.

The surveyed teens weren't formally diagnosed; Boston's Snidman cautions that what a specialist observes can be quite different from what a teen recalls.

Still, those identified as potentially socially phobic were more likely to have another mental health problem, such as depression or substance abuse. But they were no more likely than the other teens to be taking psychiatric medications.

There are anxiety-treating medications but the main treatment is behavioral therapy, exposing people very gradually to fear-inducing situations and teaching them coping techniques

What's a worried parent to watch for? This isn't standard stage fright, where you get sweaty palms before a speech but each one you do becomes easier. People with social anxiety disorder experience a more out-of-proportion fear that can make them shake, their hearts pound, or even cause a panic attack during a range of social situations. They start avoiding those scenarios.

The question is whether an anxious or shy teen is doing things typical of that age ? participating in class, getting together with friends, going to group activities, says Dr. Chris Mauro, a Duke University psychologist. Try to get them into a group, whether it's sports or music or Scouts, because belonging is protective, he says.

The NIH's Merikangas recommends keeping an eye on social media, too. Sure it encourages electronic communication, but it may further isolate those already on that path, she says.

Teachers may notice a problem first, and shouldn't single out kids who won't participate in class but encourage them through group activities, she advises.

Rihanna and Matt Kemp: Getting Back Together?!

Dudley O'Shaughnessy says he's too busy to date Rihanna.

It appears Matt Kemp does not have that same problem.

The Los Angeles Dodgers center fielder, who dated Rihanna for all of 2010, reunited with the singer for a night out on the town Wednesday in London.

Might there be a romantic reconciliation in the works?

Matt Kemp, Rihanna Picture

Matt Kemp and Rihanna in Los Angeles last year.

Spotted leaving Stringfellows Nightclub around 2 a.m., the singer - on a break from her Loud tour - sported plum lipstick and a curly 'do to party with her ex.

It's unclear what the future holds, but they did not part on bad terms.

"She's a good friend of mine," Kemp said after they broke up this winter. "We're good. We've got busy lives and we're concentrating on our careers. Like I said, I wish her all the best of luck and she wishes me all the best of luck."

Unfortunately for Matt, his luck improved after they split. His three-year stats, with 2010 being the season in which he and Rihanna dated, are telling:

2010: .249 BA, 82 R, 28 HR, 13 SB
2011: .324 BA, 115 R, 39 HR, 40 SB

Watching motion of electrons in molecules during chemical reactions

ScienceDaily (Oct. 14, 2011) ? A research group led by ETH Zurich has now, for the first time, visualized the motion of electrons during a chemical reaction. The new findings in the experiment are of fundamental importance for photochemistry and could also assist the design of more efficient solar cells.

In 1999, Ahmed Zewail was awarded the nobel prize in chemistry for his studies of chemical reactions using ultrashort laser pulses. Zewail was able to watch the motion of atoms and thus visualize transition states on the molecular level. Watching the dynamics of single electrons was still considered a dream at that time. Thanks to the latest developments in laser technology and intense research in the field of attosecond spectroscopy (1 attosecond = 10-18 s) the research has developed fast. For the first time, Prof. Hans Jakob W?rner from the Laboratory of Physical Chemistry at ETH Zurich, together with colleagues from Canada and France, was able to record electronic motion during a complete chemical reaction. The experiment is described in the latest issue of Science.

The research team irradiated nitrogen dioxide molecules (NO2) with a very short ultraviolet pulse. Subsequently, the molecule takes up the energy from the pulse which sets the electrons in motion. The electrons start rearranging themselves, which causes the electron cloud to oscillate between two different shapes for a very short time, before the molecule starts to vibrate and eventually decomposes into nitric oxide and an oxygen atom.

Conical intersections

Nitrogen dioxide has model character with respect to understanding electronic motion. In the NO2 molecule, two states of the electrons can have the same energy for a particular geometry -- commonly described as conical intersection. The conical intersection is very important for photochemistry and frequently occurs in natural chemical processes induced by light. The conical intersection works like a dip-switch. For example, if the retina of a human eye is irradiated by light, the electrons start moving, and the molecules of the retina (retinal) change their shape, which finally converts the information of light to electrical information for the human brain. The special aspect about conical intersections is that the motion of electrons is transferred to a motion of the atoms very efficiently.

Snapshot of an electron

In an earlier article, Hans Jakob W?rner has already published how attosecond spectroscopy can be used for watching the motion of electrons. The first weak ultraviolet pulse sets the electrons in motion. The second strong infrared pulse then removes an electron from the molecule, accelerates it and drives it back to the molecule. As a result, an attosecond light pulse is emitted, which carries a snapshot of the electron distribution in the molecule. W?rner illustrates the principle of attosecond spectroscopy: "The experiment can be compared to photographs, which, for example, image a bullet shot through an apple. The bullet would be too fast for the shutter of a camera, resulting in a blurred image. Therefore, the shutter is left open and the picture is illuminated with light flashes, which are faster than the bullet. That's how we get our snap-shot."

From the experiment to solar cells

When the electron returns to the molecule, it releases energy in the form of light. In the experiment, W?rner and his colleagues measured the light of the electrons and were therefore able to deduce detailed information on the electron distribution and its evolution with time. This information reveals details of chemical reaction mechanisms that were not accessible to most of previous experimental techniques. The experiment on NO2 helps understanding fundamental processes in molecules and is an ideal extension of computer simulations of photochemical processes: "What makes our experiment so important is that it verifies theoretical models," says W?rner. The immense interest in photochemical processes is not surprising, as this area of research aims at improving solar cells and making artificial photosynthesis possible.

Verizon sending Xoom docks back with delayed, updated slates

Still bummed about the delay in getting your Xoom back from its trip to the shop? Well, it appears Verizon may be looking to smooth things over with those who have been waiting the longest. One of our readers let us know, that because they were "among the first" to send off for the 4G LTE / Honeycomb 3.2.2 upgrade, the carrier sent back a Standard Dock (worth $50) along with the juiced up slate. Is it enough to make up for the extra wait time? That depends on your Xoom addiction -- but we have to admit, it's a pretty nice gesture from ol' Big Red.

[Thanks, Nazir]

Update: We're hearing from many of you that the Dock was part of the original update process while supplies lasted. You can still consider yourself somewhat lucky if you were quick enough got one.
