Boeing to close Wichita plant, cites defense cuts (Reuters)

(Reuters) ? Boeing Co (BA.N) said it would close its Defense, Space & Security facility that employs more than 2,160 workers in Wichita by the end of 2013 as part of a move to cut costs amid a tightening U.S. defense budget.

The decision announced on Wednesday drew a bitter reaction from Kansas politicians, who felt Boeing had betrayed commitments to the state and their efforts to help the company win a big refueling aircraft contract from the U.S. Air Force.

The Wichita plant is the base for the company's Global Transport & Executive Systems business, which supports the U.S. Air Force's executive fleet, and its B-52 and 767-based aerial tanker programs.

Kansas Governor Sam Brownback, said the move was disappointing, especially since he and other Kansas officials had worked hard to support Boeing through its 10-year battle to win the refueling plane contract.

Representative Mike Pompeo said Boeing clearly had the right to change its business plans and operate in the best interests of its stakeholders, but the company was breaking "years and years of promises" to the state.

Boeing had said the new tanker would add 7,500 jobs in the state.

President Barack Obama and Congress, in an effort to get control of the government's huge deficits, agreed last year on a budget deal that could cut projected defense spending by more than $1 trillion over the next decade.

TIGHTENING THEIR BELTS

U.S. weapons makers are preparing for leaner times by redoubling their efforts to cut costs, drum up export sales and sell more goods to commercial clients.

Northrop Grumman Corp (NOC.N) this week said it would lay off over 200 workers in Texas. BAE Systems Plc (BAES.L) is also closing a plant in Texas.

Boeing said it would move portions of the Wichita operations to facilities in Texas, Oklahoma and Washington state, but still expects to make purchases worth billions of dollars with Kansas-based suppliers.

"In this time of defense budget reductions, as well as shifting customer priorities, Boeing has decided to close its operations in Wichita to reduce costs, increase efficiencies, and drive competitiveness," said Mark Bass, vice president and general manager for the Maintenance, Modifications & Upgrades division of Boeing's defense business.

The company did not give an estimate for cost savings or expenses associated with the move. Bass said Boeing does not anticipate job reductions as a result of this decision until early in the third quarter of 2012.

"This is the kind of closure you expect to see in a declining defense market," said Richard Aboulafia, aerospace analyst with the Teal Group.

The Wichita decision essentially marks the company's exit from the city, Aboulafia said. Boeing formerly owned Spirit Aerosystems (SPR.N), which is based in Wichita and still makes Boeing wings and fuselages.

COSTS VS LOBBYING CLOUT

Boeing's lobbying clout with lawmakers, who control the defense pursestrings, has been buttressed by distribution of its manufacturing across the United States. Boeing's overall defense business has about 64,000 workers.

"It's a difficult calculation, you lose political leverage but you also get rid of overhead," Aboulafia said of the Wichita closure.

Defense analyst Loren Thompson said Boeing urgently needed to cut costs to keep its tanker work on budget while still making money.

"Boeing bid very aggressively to win the tanker program and so it has to find ways of cutting costs if it is ever going to make a profit," said Thompson chief operating officer of Virginia-based Lexington Institute.

Boeing said it spent more than $3.2 billion with about 475 Kansas suppliers in 2011, spanning its commercial and defense businesses. The company said that based on Boeing Commercial Airplanes growth projections for the next few years, Boeing anticipates even more growth for suppliers in Kansas.

Boeing said it will place its future aircraft maintenance, modification and support work at the Boeing facility in San Antonio. Engineering work will be placed at the Boeing facility in Oklahoma City.

Work on the 767-based KC-46 tanker, picked last year as the new refueling aircraft for the U.S. Air Force, will now be located in Puget Sound, Washington. The company said the 24 Kansas suppliers on the program will still provide "vital elements" of the aircraft.

The closure comes at a tough time for the U.S. economy, which shed 7.5 million jobs during the 2007-2009 recession and has regained only 1.2 million of them through November despite growth in the country's population.

Manufacturing has been a pillar of the economic recovery so far, but factory jobs have come back even less strongly than in the wider economy. The number of U.S. manufacturing jobs has slipped by about a third since 1999.

Boeing shares, down earlier on Wednesday after the announcement, ended slightly higher, closing up 11 cents at $74.33 on the New York Stock Exchange.

Australia: No higher risk from French implants

(AP) ? Australian health officials said they have found no evidence that potentially faulty French-made breast implants are at an increased risk of rupture in Australian women.

An expert panel of the Therapeutic Goods Administration, Australia's medical watchdog, said in a statement late Wednesday that the silicone implants made by the now-defunct French company Poly Implant Prothese ? or PIP ? have no higher risk of rupture than other silicone implants.

The PIP implants were made with cheap industrial silicone instead of medical grade silicone, and were banned last year in countries around the world after more than 1,000 women in France suffered ruptures.

Health experts across the globe have been trying to determine the health risk and whether to tell women to have the implants taken out. Last month, French officials said women with the implants should have them removed, with the government picking up the tab.

Rohan Hammett, National Manager of the TGA, said in a statement that all implants have a 10 percent risk of rupturing over a 10 year period after insertion. The current rupture rate of PIP implants in Australian women is approximately 0.4 percent, or 37 ruptures out of the 9,054 implants placed in Australian women between 2002 and 2011, Hammett said.

"While these figures are based only on reports to the TGA, this rate remains well within the expected performance of breast implants based on historical and international trend data," Hammett said. "Testing of PIP implants supplied in Australia by TGA in July 2010 indicated that the outer shell of the implant complied with international standards and regulatory requirements for strength and rupture resistance."

Lab testing of the silicone gel in the PIP implants had also indicated the gel was non-toxic to the tissue around the implant even if it does rupture, Hammett said.

"We know that breast implants won't last a lifetime in many women, and rupture is relatively common but the results of laboratory analysis both here and in the UK are reassuring in that even when rupture occurs the risk with PIP implants appears no different to other implants," Hammett said.

Concern over the devices increased after a handful of cases of a rare cancer known as anaplastic large cell lymphoma were found in women who had the PIP implants. Hammett said the TGA had not received any reports of Australian women with PIP implants developing the cancer.

Funeral of Bahrain youth turns into street protest (Reuters)

DUBAI (Reuters) ? Bahraini police fired tear gas and sound grenades after hundreds of Shi'ite youths demonstrated on Sunday over the death of a 15-year-old protester a day earlier in the Sunni-ruled Gulf island kingdom, residents and activists said.

Confrontations between security forces and protesters take place almost daily in areas populated by majority Shi'ites, who led anti-government protests that were crushed last year.

"After the funeral, many of the mourners started protesting and the police began using tear gas and sound bombs. It is still going on hours later," a resident told Reuters from the mostly Shi'ite village of Sitra, south of the capital Manama.

At least one demonstrator was wounded after being hit in the head by a tear gas canister, activists said in Twitter messages.

The opposition said earlier that Sayed Hashim Saeed, who died on Saturday, had been hit by a tear gas canister at close range, but officials said the youth's body had extensive burns which could not have been caused by a tear gas canister.

"Preliminary investigations show that the deceased was among those who took part in attacks on security forces by throwing petrol bombs," the state news agency BNA quoted a police official as saying.

A coroner's report said the youth had a neck wound which may have been fatal and that the cause of death would be investigated.

Authorities said on Sunday they had arrested 11 "saboteurs" suspected of throwing petrol bombs at police during a protest on Friday in the village of Nuwaidrat, near Sitra, south of Manama, BNA reported.

Shi'ite youths chanting slogans against Bahrain's royal family clashed with riot police across the Gulf state on Friday and Saturday. Security forces fired tear gas to try to prevent them from blocking roads, a tactic often used by protesters.

Inspired by Arab uprisings in Tunisia and Egypt, thousands of mainly Shi'ite Bahrainis took to the streets in February and March demanding curbs on the power of the ruling Sunni Muslim Al-Khalifa family and an end to perceived discrimination.

The broader pro-democracy movement was suppressed with military backing from Bahrain's Sunni-led Gulf neighbors Saudi Arabia and the United Arab Emirates.

At least 35 people, including five members of the security forces, were killed in the unrest, according to an inquiry Bahrain commissioned into the protests and their aftermath. The inquiry said it found evidence of systematic abuse and torture.

Bahrain has promised to implement the inquiry's recommendations, which the U.S. Congress has linked to its approval of a $53 million arms sale to Manama. Opposition groups doubt the kingdom's commitment to reform.

On Saturday, the independent daily Al Wasat said on its website that the head of the body tasked with implementing the recommendations, Ali al-Salih, had resigned. There was no official confirmation of the report.

Bahrain is important to Western interests in the Middle East because it hosts the U.S. Fifth Fleet and faces Shi'ite giant Iran on the other side of the Gulf. Iran has denied Bahraini government accusations that it has incited the protests.
